PBoC Governor Pan Gongsheng said at the 2025 Financial Street Forum that the central bank will resume open market operations involving government bonds. On macroprudential management, Pan said the PBoC will strengthen systemic risk monitoring, enhance oversight of key institutions and sectors, enrich its policy toolkit, and improve inter-agency coordination.

Pan Gongsheng also said the central bank will balance maintaining financial market stability with preventing moral hazard. He added that the PBoC will explore mechanisms to provide liquidity support to non-bank financial institutions under specific circumstances.

CSRC launched a two-year plan to simplify and improve the Qualified Foreign Institutional Investor (QFII) program, aiming to attract more medium- and long-term overseas capital into its markets. The strategy focuses on easing market access, enhancing investment efficiency, and broadening investment channels for global investors.

CSRC will deepen ChiNext reforms, introducing listing standards tailored to emerging industries and innovation-driven firms, and provide more inclusive financial services for new technologies and business models. It will also launch a shelf registration system for refinancing and further expand channels for M&A and restructuring support.

Postal Savings Bank of China Co., Ltd. has received regulatory approval from NFRA to establish its financial asset investment company with registered capital of RMB10bn. Zhongyou Investment will engage in market-oriented debt-to-equity swaps and equity investments to back technological innovation and private enterprises.
